好消息
The “Committee on Sustainable Fisheries” has released a stakeholder consultation paper outlining the preliminary proposals from the committee. We would encourage as many people as possible to write to the AFCD to comment and to generally support the proposals before the deadline of the 26th September.
政府的「漁業可持續發展委員會」發表了一份持份者諮詢文件,概述了委員會的初步建議。我們鼓勵市民在9月26日限期前盡量向漁農自然護理署表達意見,支持委員會的有關建議。

漁業可持續發展作業模式 - Support for affected Fishermen, both financial and in terms of encouragement of alternative sources of income.
為受影響漁民提供支援,包括財政支援及其他可替代收入來源 - Alternative income proposals include: Development of the Aquaculture industry, Enhancing Recreational Fishing, Enhancing the Fisheries processing and logistics
可替代收入來源包括:發展水產養殖業、休閒漁業、水產物流加工業等 - Controlling Fishing effort
加強漁業管理和執法,包括- Restricting the entry of new fishermen.
限制新漁民的數量 - Prohibiting non Hong Kong fishermen from Hong Kong waters.
限制非本港漁民在香港水域作業 - Banning trawling in Hong Kong waters.
禁止在香港水域進行拖網捕魚 - Proactively reducing number of trawlers.
主動減少拖網魚船數量
- Restricting the entry of new fishermen.
- Conservation and enhancement of Fisheries Resources.
海洋保育及改善漁業資源,包括:- Setup of Fisheries Protection Areas (FPA’s) initially in Tolo Harbour and Port Shelter.
首先在吐露港及牛尾海設立「漁業保護區」 - Prohibiting commercial fishing in Marine Parks.
禁止在海岸公園捕魚
- Setup of Fisheries Protection Areas (FPA’s) initially in Tolo Harbour and Port Shelter.

Living Seas believes that these proposals are positive and should be encouraged. The proposals are definitely heading in the right direction. There is much detail that needs to be finalised however but at this stage it is important that the public support the general direction that this paper outlines.
